Our Story
The Murder of Hailey Owens
On February 18, 2014, 10-year-old Hailey Owens was walking home from a friend's house when a man in a truck pulled up and asked for directions. As she got closer, he grabbed her, forced her into his truck and sped off. Despite the issuance of an AMBER Alert, the response was too late. Hailey's body was later found in the basement of Craig Michael Wood's home in Springfield, MO, hidden inside garbage bags placed in plastic storage containers. She had been brutally sexually assaulted and shot in the back of the head.
Advocating HAILEY'S Law
In the aftermath, our Founder, Josh Schisler, brought together Hailey's family, friends, law enforcement, and her killer's parents, all with a shared purpose: to push for change. The shortcomings of the existing AMBER Alert system were undeniable and underscored the need for a more effective approach—one that could mobilize communities faster. Together, this coalition sparked the drive for a more actionable AMBER Alert system to protect children and ensure no other family would endure so tragic a loss.
HAILEY'S App
Their efforts led to the passage of HAILEY's Law, a legislative milestone that laid the groundwork for real change. But we knew that legislation alone wasn’t enough—communities were ready to help, yet lacked the tools to act. That’s when we developed HAILEY’s App: a public-facing mobile prototype created in collaboration with law enforcement and legislators across Missouri to help the public support AMBER Alert searches more directly.
MO.WATCH
As HAILEY’s App gained traction, momentum began to build across Missouri. More people from towns, cities, and counties statewide signed up, ready to support searches and take action. That groundswell of engagement prompted the first major evolution of the platform: MO.Watch. But, over time, interest spread beyond state lines. People from across the country began reaching out—asking how they could help, how they could join.
US.WATCH
And so, In 2021, the mission officially expanded. US.Watch was incorporated in Missouri as a national platform built to stregnthen public response during wireless emergency alerts. What began as a grassroots effort has grown into a nationwide movement. US.Watch transforms passive alerts into coordinated action—uniting people and communities with law enforcement to bring missing children home.
